The UAE Golden Visa: What Ten Years of Residence Actually Buys
The UAE’s ten-year Golden Visa is a renewable residence permit with real advantages — but it is not, and does not become, Emirati citizenship.
A ten-year residence permit, not a passport
The United Arab Emirates introduced the Golden Visa in 2019 and has widened it steadily since. It is a long-term residence permit, issued for ten years in most categories and renewable on the same terms, that lets the holder live, work, study and run a business in the UAE without an employer sponsor, and sponsor a spouse, children and parents for the same period. That independence from an employer is the substantive break from the older sponsorship system, and for most holders it is the thing actually being bought. A few streams — certain entrepreneur and student categories among them — are issued for five years rather than ten, so the headline number is not universal. What no category does, at any investment level, is convert into Emirati nationality.
How you qualify
The best-known route is property. The threshold is real estate worth at least AED 2 million — roughly US$545,000 at the dirham’s fixed peg — held in the applicant’s own name and registered with the relevant land department, and it can be met by one property or by several combined. Two things that used to disqualify buyers no longer do. Dubai Land Department’s own investor application guidance states that a mortgaged property can qualify, provided the applicant supplies a no-objection letter from the financing bank setting out the amount paid and the balance outstanding. Off-plan units bought from approved developers are also described as qualifying in current market and advisory guidance, with the older requirement to have paid a fixed proportion of the price reportedly relaxed; because that is administrative practice rather than published statute, and is applied emirate by emirate, it is worth confirming with the issuing authority rather than a developer’s sales desk. Property is far from the only way in.
- Public investment: at least AED 2 million deposited or placed in an approved UAE investment fund, or ownership of a company paying at least AED 250,000 a year in UAE tax.
- Entrepreneurs: founders of a technical or innovative venture, supported by approval from an accredited incubator, auditor or business authority.
- Specialised talent: doctors, scientists, inventors, senior executives, academics, athletes, artists and PhD holders, endorsed or nominated by the relevant UAE authority.
- Professional and skilled categories added since 2024, including long-serving nurses, private-school teachers and education leaders, and accredited content creators and e-sports professionals.
- Outstanding students, humanitarian pioneers and frontline workers, alongside the separate ten-year Blue Visa for environmental and climate work.
Residence rules, and why citizenship does not follow
An ordinary UAE residence visa lapses if the holder spends more than 180 consecutive days outside the country. Golden Visa holders are exempt: the federal government’s own portal lists the ability to remain abroad for longer than the usual six months without losing the permit among the visa’s benefits, and there is no minimum-stay obligation to keep it alive. The citizenship question is where expectations most often go wrong. Emirati nationality cannot be applied for by a foreign investor at any price. Amendments made to the nationality law in 2021 allow a narrow set of people — investors, doctors, scientists, inventors, creatives and their families — to be naturalised only where they are nominated by a ruler’s court, an executive council or the Cabinet. There is no queue to join, no qualifying period of residence that triggers eligibility, and nothing in the Golden Visa that creates an entitlement. For practical purposes a holder remains a foreign resident indefinitely, however many decades they stay.

The Golden Visa settles where you are allowed to live. It does not settle which country you belong to, and no amount of Dubai property changes that.
Tax, unconfirmed schemes, and what to check
The UAE levies no federal personal income tax on salaries or investment income — a genuine feature rather than a marketing line, though a corporate tax has applied to business profits above a threshold since June 2023. What it does not do is end tax liability elsewhere. Whether you stop being taxable at home is decided by your own country’s rules, not the UAE’s: United States citizens are taxed on worldwide income wherever they live, the United Kingdom applies a statutory residence test, and several countries impose exit charges or keep former residents in scope for years. The UAE’s own test for tax residence, in force since March 2023, turns on 183 days in the country, or 90 days combined with a permanent home or business there, or the UAE being the centre of a person’s financial and personal interests — holding the visa alone does not satisfy it. Reports of new schemes deserve the same scepticism. In July 2025, widely repeated claims of a nomination-based “lifetime” Golden Visa costing AED 100,000 and aimed at Indian and Bangladeshi nationals were categorically denied by the federal identity and citizenship authority, which said no such scheme exists; the company behind the original release apologised, and officials have repeatedly warned that Golden Visas are issued only through official channels.
